sisyrock.gif Bienvenue sur le blog « Droits-Humains » rédigé et édité conformément  la Déclaration du 9 Décembre 1998 de l’Assemblée Générale des Nations Unies suivant sa résolution 53/144.

Article 9 de la Déclaration du 9 Décembre 1998

« Chacun a le droit, individuellement ou en association avec d’autres, … d’offrir et de prêter une assistance juridique professionnelle qualifiée ou tout autre conseil et appuis pertinents pour la défense des droits de l’homme  et des libertés fondamentales. »

Lors de la campagne pour l’ élections présidentielle de 2007,  j’avais commencé ce blog pour conseiller aux candidats à la Présidence de la République de faire connaître leur programme en vue d’assurer la protection et la garantie des Droits de l’Homme et des Libertés Fondamentales en France.

Ce conseil  reste valable aujourd’hui en vue de la prochaine élection présidentielle de 2012.

Pour montrer aux candidats à venirs, l’importance que  les électeurs et électrices attachent aux droits humains en France, je vous demande de bien vouloir répondre au sondage suivant :

Le suffrage universel ne suffit pas à définir la démocratie parce qu’on vote aussi dans des états qui sont totalitaires ou en passe de le devenir. Le Général Bonaparte, Premier Consul, a mis quelques semaines pour établir la Constitution de l’An VIII et, soumise à un référendum, celle-ci a été approuvée par le peuple français à l’unanimité moins 1.600 voix. Fort de ce résultat, le  Général Bonaparte a réformé l’administration conçue comme l’outil de son pouvoir sous laquelle nous vivons encore.

Ethymologiquement, Demokratia grec : démos, le peuple ; kratein, commander ; kratos, force. La démocratie est la forme de gouvernement dans laquelle la puissance suprême est investie dans les gens du commun : le peuple.

Les citoyens ont la responsabilité morale, le droit et le devoir de préserver leur liberté individuelle et de résister à l’injustice partout où elle se produit, et quel qu’en soit l’auteur, officiel ou pas.

Le respect des Droits de l’Homme, c’est à dire essentiellement des droits individuels dans notre pays, doit être la base même de notre démocratie.

 » L’esprit de résistance au gouvernement est tellement important occasionnellement, que j’espère qu’il demeurera toujours vivant. Quel pays peut garder ses libertés si ceux qui en font ses règles ne sont pas avertis de temps à autre par le peuple, que ce dernier a conservé cet esprit de résistance.  » (Thomas Jefferson).

Cette réflexion est étrangère à la tradition française marquée par l’autoritarisme de l’Etat même dans un démocratie comme la nôtre. Celle-ci se satisfait que le peuple élise des représentants mais elle ignore que le gouvernement formé par ceux-ci puisse être lui-même arbitraire et abusif, non seulement vis-à-vis de la minorité mais aussi de l’ensemble des citoyens dont il a reçu une délégation de pouvoirs.

Paraphrasant le roi Louis XIV, le Président de la République pourrait-il dire : « l’Etat, c’est moi », de même que nos parlementaires pourraient-ils dire aussi : « l’Etat, c’est nous ! » ?

Poser la question, c’est y répondre !

Que l’Etat et le gouvernement en France soient pollués par de l’arbitraire est indéniable et les exemples abondent de violations de droits individuels qui constituent les Droits de l’Homme. L’égalité devant la loi ? Une fiction quasi-mythique au regard de tous les passe-droits, protections et népotisme ambiants. Le libre accès et le droit à une justice équitable ? Une risée quand ce ne sont pas les larmes de nos concitoyens jetés en prison. Le respect de la propriété privée ? Sa violation par l’administration fiscale, entérinée par les tribunaux. L‘intégrité de la personne et la dignité humaine ? Violées, comme l’attestent les condamnations de la France par la Cour Européenne des Droits de l’Homme pour torture et traitements dégradants.

LE COMBAT EST DE TOUS LES JOURS ET A RECOMMENCER SANS CESSE

POUR RENDRE LA FRANCE PLUS HUMAINE EN RESPECTANT LES DROITS DE L’HOMME

Le blog analyse la situation en France où notre constitution  ne contient pas la liste ni la définition des droits de l’homme qui devraient être garantis, contrairement à ce qui est la règle dans tous les pays démocratiques.

Mr Commissioner for human rights,

Christian Lesecq is the President of our N.G.O. and he has been a human rights Defender for many years after his Property was violated by the Government of France.

His actions as a human rights Defender started with  complaints before the French courts, which were followsd by requests to the Human Rights European Court for violations of Property Right and for non-fulfilment of Fair Justice.

He has campaigned for years on the Internet for human rights with the web site http://www.osecours.net/,   and now additionally with http://www.xrisalis.org/ our own web site. In 2007 he started a blog at http://justeurope.unblog.fr which was read by approximately 50,000 internauts up to now.

At last, Christian Lesecq wrote and publishd a book entitled “Défenseur des droits de l’homme en France », which is enclosed herein.

The book states the case by containing the description of human rights violations, attacks and harassments  which have been suffered by Christian Lesecq for about 20 years and which are still going on today when Christian Lesecq is subject to governmental repeated harassments devised to silence him.

Christian Lesecq is at present  retired ; 78 years old, he lives precariously in the country at Sainte Marguerite de Carrouges, 61320, France.

He has been suffering from Post Traumatic Stress Disorder treated by anti-depressants prescribed by a psychiatrist doctor from governmental department of psychotherapy (Centre Psychothérapique de l’Orne).

We refer to the Declaration adopted on February 6, 2008 by the Committee of Ministers which called the Members States :

 “…IV. to take efficient measures to prevent attacks and harassments against human rights Defenders, insure independent and efficient investigation about such acts and punish responsible authors by administrative measures and/or penal proceedings” (§2.IV).

We beg you to receive the present communication by acknowledging receipt thereof.

Je vous remercie des informations que vous nous avez fournies.

Le Commissaire reste très attentif à la protection des défenseurs des droits de l’homme dans les pays membres du Conseil de l’Europe qui sont engagés à assurer une protection efficace aux défenseurs des droits de l’homme et à leur action, notamment dans les situations de danger.

Retain Magna Carta in coming election

The book entitled  »Défenseur des droits de l’homme en France » was read by a member of the Libertarian Party who wrote an article  in « The Economic Voice ».

The article may be read on the Internet.

The reading is horrific and can well inspire voters in the coming election.

Le livre « Défenseur des droits de l’homme en France » a pu avoir une influence sur les élections en Angleterre après avoir été lu par un membre du Libertarian Party. Un article  signé Andrew Withers paru dans le journal « The Economic Voice » se réfère à mon livre pris comme exemplaire pour montrer ce qui peut arriver lorsque les citoyens d’un pays laissent leurs libertés à un Etat arbitraire. L’Angleterre n’abandonnera jamais son système juridique fondé sur la « Magna Carta » et se défendra  de se rallier à un système continental résultant de lois napoléoniennes dans un avatar du Saint Empire Romain Germanique reconstitué.

L’article peut être lu sur l’Internet.

La lecture de mon livre est horrifique aux yeux des citoyens anglais, comme elle doit l’être aux yeux des français.

Administrative court watched by ONG

In this year 2009 the French tax administration has resumed the harassments they had started against me more than ten years ago. In effect they threatened to seize and deprived me of my home furniture which is worthless, kind of blackmail, and they blocked my bank accounts several times. I lodged a petition with the administrative court in order to get a ruling that such actions are abusive and therefore are annulled and must be specifically prohibited in the future.

My petition has been supported by the N.G.O. Chrysalis who stepped in the proceedings to check they are fair and conform with the standards set up under the Univeral Declaration of Human Rights.

I guess this is the first time that an O.N.G. is going to watch French administrative court proceedings. France has adhered to the Universal Declaration of Human Rights, which entails that France is bound to work with the Office of the United Nations High Commissioner for Human Rights (OHCHR).

The OHCHR has issued a « Handbook for NGOs » and it goes without saying that NGO Chrysalis will follow it closely in all respects.

century as entertainment to occupy the idle moments of the working
man. Today, team sports are used for, among other
things,indoctrinating the young in the doctrine of communal effort,
simulating tribal warfare, distraction from changing world
circumstances via the machinations of the illuminati. In short, team
sports have been manipulated to a position of prominence in our
culture to subvert, by one means or another, the interests of the
common man.

I reckon that these are the last days of TKM and ZPF. The darkesthour is always before dawn.
We are all terrified at what they are going to destroy next……..I mean they are actually ploughing down brick and mortar houses and one white family with twin boys of 10 had no chance of salvaging anything when100 riot police came in with AK47′s and bulldozers and demolished their beautiful house – 5 bedrooms and pine ceilings – because it was ‘too close to the airport’, so we are feeling extremely insecure right now.
You know – I am aware that this does not help you sleep at night, but if you do not know – how can you help? Even if you put us in your own mental ring of light and send your guardian angels to be with us – that is a help – but I feel so cut off from you all knowing I cannot tell you what’s going on here simply because you will feel uncomfortable. There is no ways we can leave here so that is not an option.I ask that you all pray for us in the way that you know how, and let me know that you are thinking of us and sending out positive vibes… that’s all. You can’t just be in denial and pretend/believe it’s not going on.

To be frank with you, it’s genocide in the making and if you do not believe me, read the Genocide Report by Amnesty International which says we are – IN level 7 – (level 8 is after it’s happened and everyone is in denial).If you don’t want me to tell you these things-how bad it is-then it means you have not dealt with your own fear, but it does not help me to think you are turning your back on our situation. We need you, please, to get the news OUT that we are all in a fearfully dangerous situation here. Too many
people turn their backs and say – oh well, that’s what happens in Africa .

This Government has GONE MAD and you need to help us publicize our plight—or how can we be rescued? It’s a reality! The petrol queues are a reality, the pall of smoke all around our city is a reality, the thousands of homeless people sleeping outside in 0 Celsius with no food, water, shelter and bedding are a reality. Today a family approached me, brother of the gardener’s wife with two small children. Their home was trashed and they will have to sleep outside. We already support 8 adult people and a child on this property, and electricity is going up next month by 250% as is water.

> How can I take on another family of 4 —–and yet how can I turn them away to sleep out in the open?
I am not asking you for money or a ticket out of here – I am asking you to FACE the fact that we are in deep and terrible danger and want you please to pass on our news and pictures. So PLEASE don’t just press the delete button! Help best in the way that you know how.

Do face the reality of what is going on here and help us SEND OUT THE WORD.. The more people who know about it, the more chance we have of the United Nations coming to our aid. Please don’t ignore or deny what’s happening.
Some would like to be protected from the truth BUT then, if we ar eliminated, how would you feel? ‘If only we knew how bad it really was we could have helped in some way’. [I know we chose to stay here and that some feel we deserve what's coming to us]

For now,— we ourselves have food, shelter, a little fuel and a bit of money for the next meal – but what is going to happen next? Will they start on our houses? All property is going to belong to the State now. I want to send out my Title Deeds to one of you because if they get a hold of those, I can’t fight for my rights.

Censorship!—-We no longer have SW radio [which told us everything that was happening] because the Government jammed it out of existence – we don’t have any reporters, and no one is allowed to photograph. If we had reporters here, they would have an absolute field day. Even the pro-Government
Herald has written that people are shocked, stunned, bewildered and blown mindless by the wanton destruction of many folks homes, which are supposed to be ‘illegal’ but for which a huge percentage actually do have licenses.

Please! – do have some compassion and HELP by sending out the articles and personal reports so that something can/may be done.
I am one. I cannot do everything, —but I can do something.. And because I cannot do everything, I will not refuse to do the something that I can do. What I can do, I should do. And what I should do, by the grace of God, I will do.’
